President Joe Biden took a hybrid Jeep Wrangler for a spin around the White House’s southern lawn – as he unveiled new battery technology coming into the electric fleet.

“Have you driven an electric car?” the president asked a group of reporters after he ended his circle. “You hear nothing,” he said.

Clearly in his essay, Biden jumped out of the gray jeep and asked several questions from the press.

When it comes to cars, Biden said that there was an insight from companies and the labor market that “this is the future.”

He talked about US taxpayers’ investments in battery technology for decades. “We did not take advantage of it. We did not move on. China moved. China now owns the market,” he said.

Top car manufacturers Ford, Chrysler and Jeep were represented – but not Tesla’s CEO Elon Musk, who complained that the exclusion was odd on Twitter.

“I’m not sure,” Transport Minister Pete Buttigieg told CNBC on Thursday morning when asked about Musk’s absence. “But you see so many leaders in the industry.”

But in their joint statement, they also stressed that they needed federal help to make it happen.

“This represents a dramatic change from the US market today that can only be achieved with the rapid implementation of the full set of electrification policies that the administration has committed to follow in the Build Back Better Plan,” they said.

The percentage improvements in emissions and fuel economy that Biden’s new rules will require were not immediately clear.

A White House fact sheet indicated that the administration will leave the Trump standards for miles per gallon in place until vehicle model 2024 and for greenhouse gas emissions by model year 2023.

The strategy is part of Biden’s plan to combat climate change. The White House noted that the order put the nation on the right track to meet Biden’s target of “50-52 percent net reduction in greenhouse gas emissions across the economy during 2005 levels by 2030.”
